This is the Devon County War Memorial in Exeter, designed by Sir Edwin Lutyens.  It is one of 15 War Crosses designed by him.  This was erected by the Devon County War Memorial Committee who failed to work with the Exeter Committee who erected a very fine and much more complex Memorial in Northernhay Gardens.  

It was unveiled by the Prince of Wales in May 1921.
